Competence and capability development in the UAE.
Training delivered is not competence assured. A certificate proves attendance; competence is the demonstrated ability to do the work the management system depends on, and it is competence, not attendance, that regulators and auditors test. We build the frameworks, the mapped training and the evidence that close that gap.
Why this is a system requirement
Clause 7.2 is a test, not a paragraph.
Every ISO management system standard carries the same obligation, in almost the same words: under clause 7.2, the organisation must determine the competence each role requires, ensure people possess it, take action where they do not, and retain evidence of all three. A competency framework is where that begins: competency mapping to establish what each role must be able to do, and competency assessment to establish whether it can. Training records show participation. Competence evidence shows whether people can perform the required work to the defined standard.
That difference surfaces at the worst possible moments: a certification audit, a surveillance visit, a regulator inspection, an incident investigation. The auditor's question is rarely "were they trained?" It is "how do you know they are competent?"

The UAE context
Structured competence is gaining weight here.
In the UAE, the case for structured competence frameworks extends beyond the audit. Where a standard, regulator or client requires demonstrated competence, the organisation must be able to produce evidence beyond training attendance. A competence framework built for the management system already has that structure, so a second one is not needed for this purpose.
Scope boundary
Where assessment ends and employer responsibility begins.
ExSolution defines role-based competence requirements, designs assessment and development arrangements, and supports managers in applying them. The client determines whether an individual is competent, makes all employment and promotion decisions, and authorises people to perform work within applicable regulatory and role requirements. Assessment evidence informs those decisions; it does not replace employer judgement or transfer responsibility to ExSolution. Training attendance or course completion is not presented as proof of competence unless the applicable assessment requirements establish it.
Competence records and individual assessment evidence remain client records. The client controls their access, retention, confidentiality and use under its employment and data-governance arrangements. ExSolution handles such information only within the agreed engagement and information-security controls.
Delivery
A named Engagement Lead.
The proposal names the Engagement Lead responsible for coordinating the competence and capability consultancy work, client communication and delivery. A second senior practitioner, not involved in day-to-day delivery, provides quality review. Scope is configured to need: one system's roles, or a framework across the organisation.

Straight answers.
Are you a training provider?
No. We build the structure that makes training meaningful: the role requirements, the mapping and the assessment evidence. Where courses are needed, we help you specify and select them against the framework, whoever delivers them.
Will our training certificates satisfy an auditor?
On their own, rarely. Certificates evidence attendance; clause 7.2 asks for determined requirements, ensured competence and retained evidence of both. An auditor who sees a certificate file without a competence framework behind it will usually keep asking questions.
Can this be part of a certification project rather than a separate assignment?
Yes, and it usually is: competence work is built into every management-system engagement we deliver. A separate assignment makes sense when the gap is organisation-wide, when a regulator has raised it, or when workforce development needs a structure of its own.
