Food safety management in the UAE: HACCP, ISO 22000 and what regulators require

HACCP is a method. ISO 22000 is a certifiable standard built around it. A municipal food safety programme is a licensing requirement. They are three different things, and knowing which applies decides what you actually need to do.

In brief

HACCP is a hazard control method, not a certificate. ISO 22000 is a standard an accredited certification body can certify. A food safety programme is what a municipality requires of a licensed establishment.

In Dubai, the Food Code requires every food establishment to maintain a documented, Municipality-approved food safety programme based on HACCP principles. Requirements are set emirate by emirate; the authority that matters is the one licensing your premises.

HACCP and ISO 22000 are not alternatives

HACCP (Hazard Analysis and Critical Control Point) originates in the joint WHO/FAO Codex Alimentarius. It is a preventive discipline: identify the hazards a process can reasonably introduce, decide where control is critical, set limits, monitor them, and correct deviations. It describes how to control a process. It does not, by itself, describe an organisation.

ISO 22000 is a management system standard. It takes HACCP principles as the technical core and wraps them in the structure common to every ISO management system: context, leadership, planning, competence, operational control, internal audit, management review. That structure is what makes it auditable and certifiable in the same way as ISO 9001 or ISO 27001.

The practical difference is what each gives you. HACCP gives you a controlled process. ISO 22000 gives you a system a certification body can assess, and a certificate a customer or tender can ask for.

What this means for your organisation

If a regulator asks for a food safety programme, HACCP principles are the substance of the answer. If a customer asks for a certificate, ISO 22000 is the instrument. Meeting the first does not automatically produce the second, and holding the second does not exempt you from the first.

What the Dubai Food Code requires

The Dubai Food Code states that all food establishments should implement and maintain a Dubai Municipality approved food safety programme that is documented and that identifies and controls food safety hazards.1 The Code defines a food safety programme as "a food safety management system based on the principles of HACCP".1

The Code sets out what such a programme must do: examine food handling operations systematically for hazards reasonably expected to occur, identify where they can be controlled, implement and monitor control, and review the system when the product, the process or a step changes materially, or following a justified food complaint or a food related incident.1

The Code also addresses assurance. Unless waived by the Food Control Department, a food establishment should have its food safety programme audited by a third party food safety auditor approved by Dubai Municipality, at a frequency applicable to that establishment, and retain the written reports of those audits for inspection.1

Two points are often missed. The programme has to be approved, not merely written. And the auditor has to be approved by the Municipality. This is a regulatory audit route, separate from ISO 22000 certification by an accredited certification body.

Who sets the rules

Food safety in the UAE is administered at emirate level. The authority that matters to a given establishment is the one that licenses its premises: in Dubai, the Municipality's Food Safety Department. Other emirates operate their own food control authorities and their own instruments.

This matters for organisations operating across more than one emirate. A programme accepted in one jurisdiction is not automatically what another requires, and a single group-level system may need to satisfy several authorities. The requirement to check is the licensing authority for each site, not a national rule.

Where ExSolution's scope ends

Establishing that capability properly requires specialist food safety consultants, and we have not undertaken it.

Note that no authority in the UAE licenses food safety consultants. What Dubai Municipality approves is the third party auditor of your food safety programme.1 Any consultancy describing itself as an approved or authorised food safety consultant is describing something that does not exist. Assess a consultant on demonstrated competence, named people and defined scope, as you would for any other standard.
